Dr. Josephine E. Pallard

Dr. Josephine Enero Pallard is a pioneering Filipino-Canadian educator, advocate, and community leader. Born in Baguio City, she immigrated to Edmonton in 1967 and built a distinguished career in education, teaching at various institutions for 38 years. Passionate about helping immigrants, she has dedicated decades to supporting refugees and empowering newcomer women through Changing Together: A Centre for Immigrant Women.


As Chair of St. Anthony’s Parish Mission and Immigration Committee for 35 years, she helped sponsor over 500 refugees. She co-founded multiple organizations, including the Filipino-Canadian Saranay Association and Edmonton Philippine International Centre. Her contributions have earned numerous awards, including the Governor General’s Award and the Senate of Canada’s Medal of Excellence.


Dr. Pallard’s tireless advocacy continues to inspire and uplift immigrant communities across Canada.
